Sexual Harassment question?

A friend that works in my apartment building was walking her dog one night basically got drugged and molested (possibly raped she cant remember). She went to the hospital, the police, and even started seeing a therapist for this, and not longer feels safe in her own apartment (which is in the same complex) She has asked HR to send her to a sister property until he is removed from the property , they are now trying to tell her she has a deadline to come back to work even though she has proof of her instability to be back until he has left. Is there any legal action she can take about this she wants to keep her job she just doesn't want to be there while he is still a resident? We are in the state of Texas and I just need any laws that can protect her. Please help :) thank you
