Who shuffles the discard pile in uno?

When the draw pile completely depletes, who is responsible for shuffling the discard pile and making it the new draw pile. I always thought it was the person who drew the last card, but my boyfriend says it is who ever needs the next card. Of course he says this when he just drew the last card.. but anyway. Please settle this argument, cause I don't take getting called a cheater very lightly.
