How can i get my 4 yr old sister to settle down?

Im 13 and i have a 4yr old sister who can get too hyper, my parents tell me to calm her down i tell her to close her eyes and breath but she takes it as a joke and just gets MORE hyper.( i know big age difference, my mom got drunk at a bar and had me, and met my step dad and had my sister well half sister.)PLEASE GIVE ME SOME IDEAS! And if you have any tips on how to i don't know... "hang out" with a 4 yr old that would help to. (my parents also ask me to play with her) i usual watch a movie with Her but we don't like the same movies...HELP!
